How to Create Sales Order Form Personalization for Line.subinventory? (Doc ID 1570400.1)

Goal

Problem Description/Question:
Customer is looking at some means of checking information like whether subinventory field on the order has been populated or not at the time of booking. We know that certain fields can be made mandatory using personalization and the weird thing is when we made subinventory as mandatory, the application still let's the order book even if this is not filled out. Also we would like to enable this check at booking so that users can enter the subinventory information for all the lines in one shot rather than filling out the enter order lines by going through the different tabs on the order entry screen.

Question:
Followed note above, the personalization is failing when we just populate the subinventory on a single line of the order that has multi-lines. The system is booking the order is such cases. The personalization code is check the current line where the cursor is for the subinventory information. We need this code to check all the lines and validate this information across all the lines before booking. What would be ideal way to check all lines for the subinventory information before booking?
