ACTUAL BEHAVIOR
---------------
I_MESSAGE_TEXT in the I_LOG table populating(with the error) 4 to 5 minutes after actual occurrence in 2 of the instances.
When a simple XML is loaded and if it errors out, just the column i_message_code is populated and not the i_message_text until 4 to 5 minutes after the fact.
Even the email notification goes out without the message.
But this gets updated after a while but all the time stamps are made incorrect at that point.
EXPECTED BEHAVIOR

Expect the message to be populated immediately and not 4-5 minutes later.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Try to update a simple Order Release with an XML. at the customer site. Internally, the message shows correctly, quickly.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot find out about failed transmissions quickly enough.
