Symptoms

Unable to change a project template status from 'Active' to 'Cancelled'. The 'Change Status' button is grayed out.

Steps to reproduce the issue:
1. Navigate to: Projects
2. Query up an existing template
See that the 'Change Status' button is grayed out ==> unable to update the status of the template to 'cancelled'
