Cannot Create Common BOM using Organization Hierarchy, Hierarchy Shows No List Of Value (Doc ID 1576823.1)

Symptoms

When user attempt to create a common BOM to some organizations in a hierarchy from the organization where the BOM exist, the following error occur even through the hierarchy exist with this organization in the hierarchy chain.

ERROR

FRM-41830 list of value s contains no entries

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to the Bills of Materials Form
2. Query the item that they want to create the common BOM
3. At the Create Common Bill form, user select Hierarchy from the Scope.

This is when the user get the form error.

I can common BOM to other organizations, and I can common to all organizations, just cannot pick a hierarch
