Cost Roll Up Wipes Out Cost Sub-element when Source from another Organization (Doc ID 1577778.1)

Supply chain cost roll up in multiple inventory org using assignment set and sourcing rule not showing cost sub-element in one org whereas it shows in item's parent organization (make at organization).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Two inventory Organization.
2. Create BOM and RTG in one org.
3. Create sourcing rule.. Org1: Make in org1 and Org2 transfer from Org1
4. Run Supply chain cost roll-up using assignment set.
5. Item cost roll-up with same costs in both organization.
6. Cost sub-element in Org2 are blank.

Why is this sub-element blank on this transfer?
