Symptoms

The following parameters are configured to control the max number of Ship With Groups per Shipment:

MULTISTOP ENUMERATION MERGE MAX MERGES PER SHIP=3
MULTISTOP ENUMERATION MERGE MAX SHIPMENTS=30

When the number of Order Movements bulk planned exceed the parameter "MULTISTOP ENUMERATION MERGE MAX MERGES PER SHIP", OTM is consolidating the maximum onto the first shipment. Remaining Order Movements are not consolidated and remain on a single shipment by themselves. Instead, they too should have been consolidated to this maximum number.
