Unable to Save Agent Action "DOWNLOAD VENDOR CONTENT DATA"

Information in this document applies to any platform.
When creating an Agent of Type "GTM DATA VERSION" and adding the Agent Action "DOWNLOAD VENDOR CONTENT DATA", saving this action simply displays a blank screen.
The issue can be reproduced at will with the following steps:
01. Create new agent
Agent Type: GTM DATA VERSION
Agent Event: GTM DATA VERSION - CREATED
02. Go to actions tab -> Add action
Action: DOWNLOAD VENDOR CONTENT DATA
Content Source ID: CUSTOMS INFO
Proceed with Data Load: checked
03. Click Save
04. The agent screen refreshed but the action did not save. The actions screen is empty.
