Spot Bid only showing subset of all Service Providers When Running Action Multiple Times (Doc ID 1581570.1)

Symptoms

Whenever a user opens the spot tender page and selects a list of Service Providers by clicking the 'save' button, the list is cached in a temporary memory.

Therefore if the spot tender action is completed or even if the browser itself is closed, and the spot bid action is launched again, the Service Providers already inside the temporary memory won’t be shown because OTM 'thinks' they are already there.


Steps to replicate:
1. Select an OTM shipment.
2. Click on 'Actions' -> Shipment Management -> Open Tender -> Spot Bid Tender.
3. Select Service Provider and click on 'Save'.
4. Select again the same Service Provider without closing the page and click on 'Save'.
5. Close the page by clicking 'X'.
6. Repeat step 2
7. Repeat step 3

Note that now no Service Provider is shown in the 'other' Service Provider section.
