Symptoms

A non shipable line on a config order getting stuck in FULFILLED Status.
This happens in random.
The line is sitting in Fulfilled (Notified) and we have to retry the activity manually to push it to Defered status so the Work flow background can pick it.

EXPECTED BEHAVIOR
The line should be fulfilled with the other lines.
