Routing Constraint For Order Release Does Not Work When The Specified Location Marked As 'Included' (Doc ID 1585049.1)

Symptoms

A network is created that includes legs through a specific location. When an Order Release is attempted to be planned via this Network, valid options are returned that route the order through the location. A Routing Constraint is created and assigned to the Order Release that has an "Include" (no sequence) for this desired location. When the Routing Constraint is assigned, the "Show Network Routing Options" fails with the following error message, even though it was proven that routes exist through this location.

"No valid itineraries were found for the selected order releases "
