Query on Update User and Update Date columns of Refnum tables (Doc ID 1585199.1)

Goal

When refnums on objects like order bases, order release in OTM are updated, the refnum tables are updating the insert user and insert date & not updating the Update User and Update Date for those records in database. Is this as designed?
