When entering, saving and submitting a timecard for one particular project
the following error occurs.

A task level expenditure transaction control has been violated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter, Save and Submit timecard

2. It errors with the following: " A task level expenditure transaction control has been violated"
