How Can The Shipping Instructions Be Updated On Closed Sales Orders? (Doc ID 1585568.1)

Symptoms

ACTUAL BEHAVIOR

When attempting to enter the shipping instructions on closed sales orders, the following error occurs.  

You are not allowed to update Order Header because Order has been closed.

EXPECTED BEHAVIOR

Able to update the Shipping Instructions on closed sales order

Steps to Reproduce the Issue

The issue can be reproduced at will with the following steps:
1. Login as Order Management Super User Responsibility
2. Query sales order in Order Organizer and open.
3. On sales order header level attempt to enter the shipping instructions.
4. Error message is raised.

Changes

User missed entering shipping instructions at the time of order entry and booking.
