WIPTXMAT: Unable To Issue Components Due To Incorrect Available Quantity On The Lot Entry Form - May See Error "Total Organization Quantity Cannot Become Negative When Reservations Are Present" (Doc ID 1586075.1)

Symptoms

When attempting to Create WIP Move Transactions for Component Issues the following error occurs.

STEPS
The issue can be reproduced at will with the following steps:
1. WIP: Move Transactions: Move Transactions, see error:
2. Total Organization Quantity cannot become Negative when there are reservations present

The pending WIP move transaction of job failed at backflush setup where it tried to backflush all components.
You allow negative quantity in this subinventory. You do not expect 'Total Organization Quantity cannot become Negative when there are reservations present' to prevent backflush from driving quantity to become negative.

With personal profile setting 'INV:Override Neg for backflush', 'INV: Override Reservation for Transaction' and parameter setting 'Allow Negative Balances', why do you still need to have the quantity available?
With reservations present, System just don't want the quantity to become negative.

The issue occurs during pending WIP move transaction even though you allow negative quantities in the organization.

If profiles are set at site level, those pending WIP move transactions will go through.

With profiles set at personal level, some went through and some won't go through.
Since setting profiles at site level might impact lots different areas, you would prefer to set profile on personal level for users who will resubmit those failed pending WIP move transactions.

What Is Working
This issue is not happening on the Miscellaneous Issue form. The lot entry form here shows the correct available quantity.
