Rate Inquiry ( RIQ ) Displaying Wrong Results When "Ship Unit" Information Is Not Entered

Symptoms
This issue can be reproduced by doing the following:
1. Setup a Rate Record with a Rate Cost using: Shipment Total Number of Ship Units
2. Run a Rate Inquiry ( RIQ ) for this rate but do not provide any ship unit information. Notice that the cost is 3 times the amount on the Rate.
Note: If Ship Unit information is entered when the RIQ is being run, the cost is correct.
