On Production and Test :  12.1 HRMS RUP5 version, Assignment,Term,Pay,ChgMgr,LOA

When attempting to create an absence, the following error occurs after creating a customer formula that calls a seeded package.

java.sql.SQLException: ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.HR_ABSUTIL_SS", line 238



Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Employee Self Service
2. Absence Management > Enter Absence details
3. Error occurs
