FPS Rolled Back Using ROLLBACK Not GB ROLLBACK - Datafix Required (Doc ID 1589654.1)

Symptoms

When attempting to Rollback FPS Process find that if Generic Rollback Process
is used instead of 'GB Rollback' rows in PAY_GB_FPS_DETAILS table till exist

-- Expected Behaviour
For these details to be deleted. However the incorrect rollback process was
used in error

-- Steps
The issue can be reproduced at will with the following steps.
1. Submit generic Rollback concurrent request for an RTI FPS process
