Symptoms

An Order Release with tight Delivery Window is planned onto an Itinearry that includes a Depot. If the Rate Service used has "Use Rush Hour" checked, the order will fail to find a Service Time solution and fail to plan.
If "Use Rush Hour" is unchecked, the planning is successful.
