Item Import Fails For Missing Picking Rules (Doc ID 1590482.1)

Goal

When importing items using the Items interface, it fails for the items that has a picking rule associated with them .
Error Message:- INV_IOI_PICKING_RULE PICKING_RULE_ID The PICKING_RULE specified is not a valid Picking Rule in MTL_PICKING_RULES.
The picking rule(s) are already defined in the system, but the import program does not seem to recognize it.
