How the amount in PO line and Pay item / Shipment is being calculated in Buyer Work Center

For a Complex Po, which is a price based purchase order, if the pay item is defined as Rate and the rate quantity is cancelled, then Pay item amount does not change to the new quantity * price.
ie After cancelling the quantity, the amount in pay item does not include the cancelled quantity. whereas in the PO line, It considers the cancelled quantity in PO line amount calculation. Why ?
