Funds Checking 'View Results' Page of Post Journals Form Throws 'java.lang.NullPointerException'

Symptoms
When attempting to view the Budgetary Control Results page from the Post Journals form(GLXJEENT form called from GLXJEPST form), the following error occurs.

oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
<Patch 14563642>:R12.PSA.B was applied and it didn't resolve the issue.
This is only happening for unposted journals with a batch status of 'Journal batch failed funds reservation'.
For batch status of 'Passed funds reservation' the users are able to view the Budgetary Control Results Report.
