Symptoms

Total Packaging Unit Count value on planned Shipment is being saved as double of what is set on the Order Release

Steps to replicate:

1. Created an new Order Release
2. Order configuration: ONE_TO_ONE
3. Created a new line:

Packed Item: DEFAULT (example)
Weight: 80 lb (example)
Volume: 17.1 CU M (example)
Total Package Count/Packaging Unit Count: 1

4. Save the Order Release
5. Select the order and bulk plan it.
6. Edit the resulting shipment and notice that the total packaging unit count is 2 rather than 1
