Symptoms

After upgrading EBS 11 instance to R12.1.3 the self service portion of the application looks very different and hard to read

The situation has not changed after following the instructions in "Look And Feel Of Self Service Pages Are Messed After R12 Upgrade" (Doc ID 1556590.1) and clearing files from $COMMON_TOP/_pages and recompiled all JSP's

 Upgraded to R12.1.3
