Inbound Processing Stops With Error "java.sql.SQLRecoverableException: No more data to read from socket" (Doc ID 1595929.1)

Symptoms

On R12.1.3, inbound processing is not working as expected. Sometimes, it stops working for some time, and then works again after a while. The mailer log file shows errors like the following:

Query was {select WN.RECIPIENT_ROLE, WN.ORIGINAL_RECIPIENT, WN.STATUS, WN.ACCESS_KEY, WN.MAIL_STATUS, WN.RESPONDER, WN.FROM_USER,  WN.TO_USER, WN.MORE_INFO_ROLE, WN.FROM_ROLE, WN.MESSAGE_TYPE  from WF_NOTIFICATIONS WN where  WN.NOTIFICATION_ID = :1 } -> java.sql.SQLRecoverableException: No more data to read from socket

Thread[inboundThreadGroup1,5,inboundThreadGroup]:x.x.x.x:43925:1376605265088:12:UNEXPECTED:[fnd.wf.bes.PLSQLQueueHandler]:enqueue() :Problem converting BusinessEvent to WFEvent -> oracle.apps.fnd.wf.bes.BusinessEventException: Could not convert eventData -> java.sql.SQLRecoverableException: No more data to read from socket
