Inbound Processing Stops With Error "java.sql.SQLRecoverableException: No more data to read from socket"

Symptoms
On R12.1.3, inbound processing is not working as expected. Sometimes, it stops working for some time, and then works again after a while. The mailer log file shows errors like the following:
