Display Of NFR Shipment Stop Type Is Duplicated in Drop Down

Symptoms
When selecting on the Stop Type under a stop on a shipment, the following issue is seen:
-- Issue
NFR is duplicated as selection
-- Expected Behavior
That only one NFR option would be available.
-- Steps
The issue can be reproduced at will with the following steps.
Logged into a support instance running OTM 6.3.2
1. Navigate to Shipment Management > Shipment Management > Buy Shipments
2. Do an open search on any shipment and then edit the shipment
3. Navigate to the stops tab
4. Edit one of the stops
5. Click on the drop down for Stop Type
6. Here you see NFR listed twice
