Symptoms
If the agreed rate is more expensive than the TACT rate, it is expected that the shipment will use the cost of the TACT rate and use the TACT rate to display the cost. The latter does not occur.
STEPS

The issue can be reproduced at will with the following steps:
1. Set up a TACT rate to be lower than the agreed rate.
2. Plan a Shipment.
3. Note the display rate is not the TACT rate.
