Special Services Get Overwritten On SAW After a Shipment Action is Performed (Doc ID 1601072.1)

Symptoms

SAWs come in through integration. These SAWS come in with Special Services among other things.

After running the "Assign Rate" action on the shipment (among other shipment actions) those special services that came on the SAW disappear and are replaced with the OTM out of the box special services that all shipments get on them.
