Commodities/Ship Unit Grid on Rate Inquiry Can Not be Edited on "Refine Search"

Symptoms
Saving rate inquiry commodities-ship unit grid info does not really save.
Do a rate inquiry and add a set of values in the Commodities section of the form - like Ship Unit, Wight, Volume etc and Save.
Do a Rate Search - this will result in a set of values. Then do a Refine Search. The saved ship unit info does not contain all the information originally saved.
When you edit the saved entry, the data does not save and it gives an error about not having a mandatory field populated.
