Imported Invoices put on Distribution Variance Hold due to EB Tax Allocation Rounding issue.

You have some AP invoices on which Tax Lines are interfaced from External system.
When you run the invoice Validation process, it is trying to allocate the tax amount to the lines.
In this process, it is causing some penny differences, which is causing the invoice to go on Distribution Variance hold.

In zx_lines, record where the tax_amt is 0.01, bug REC_TAX_AMT and NREC_TAX_AMT are both zero.
