Symptoms

On Oracle Applicatoins 12.1.3 version, Concurrent Manager Issues
when attempting to run a custom concurrent program, the following error occurs and it shuts down the managers:

APP-FND-00362: Routine afpbep cannot execute request &REQUEST for program &PROGRAM, because the environment variable &BASEPATH is not set for the application to which the concurrent program executable &EXECUTABLE belongs.

Shut down the concurrent managers. Set the basepath environment variable for the application. Restart the concurrent managers. (VARIABLE=)

1. Run Custom Concurrent Program

The issue has the following business impact:
Due to this issue, users cannot run a custom program and after submitting custom program users cannot run any program.
