Applications Is Active, But Some Users Cannot Login (Doc ID 1609234.1)

On Oracle Application release 12.1.2,
after restarting Applications, some users cannot log in.  The following is observed:

Error Log:

oc4j_socket_recvfull timed out
mod_oc4j: request to OC4J failed: Connect failed
