Pricing Does Not Occur When the Shipping Method Is Updated at Order Header and Cascaded to the Order Line (Doc ID 1609476.1)

Symptoms

On : 12.1.3 version, Modifiers Setup only

ACTUAL BEHAVIOR
---------------
Find that the wrong value is built for the qualifier context for shipping method
when the user updates the sales order header's shipping method which is then cascaded to lines.
Modifiers are applied based on incorrect qualifiers.

EXPECTED BEHAVIOR
-----------------------
Expect the correct value to be sent for the shipping method.
Expects the TSN modifier to be removed when qualifiers are not met.
Expects correct freight term, once TSN Modifier used to update freight term is removed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Create Sales order
4. Save.
5. Changed the shipping method to Parcel-Air at the header level
6. The shipping method gets cascaded to the line level
7. Place the cursor on line 1.1
  Do Actions > View Adjustments
  Find that the modifier qualifier attribute ship method is still FEDEX_P_GND for line 1 as shown under "Attributes" button
  One the order line the freight term = No Charge, but it should now be = Charge
8. Do Actions > Price Order
9. Place the cursor on line 1.1
  Do Actions > View Adjustments > Attributes
  This gets updated with new ship method only if one does the price order
  In addition, freight term = Charge
