Error 8598 PSV ERROR in PA_BUDGET_PUB.add_budget_line API (Doc ID 1610233.1)

Goal

On : 12.1.3 version, Public API's

Using the "Add Budget Line" API (PA_BUDGET_PUB.add_budget_line) to add a new combination of project,task,resource,currency gives the following error:

pa_budget_pub.add_budget_line Error 8598 PSV ERROR : apps.pa_budget_pub.add_budget_line 8598 for Project , plan_type

The same add budget line can be added without error  if no actuals have been brought in or brought actuals for prior period. Why?
