Symptoms

On : 12.1.3, Project Definition

Cannot save sub-project associations - both in forms and Self Service pages.
Project, in "Structures" setup, has been enabled as a program and for linking multiple projects

FRM-40735: ON-INSERT trigger raised unhandled exception ORA-01403

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01403: no data found
ORA-06512: at "APPS.PA_RELATIONSHIP_PUB", line 1256
ORA-06512: at line 1

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate in forms to the project >tasks > task detail > sub-project association > enter project and save
2. When doing sub-project associate in web forms, also get error
