Symptoms

When attempting to run payroll archive the following error occurs for a few employees.

Payroll Archive error: Error at step 7 in pay_ac_action_arch.populate_elements-ORA-20001: Assertion failure detected at location get_new_latest_bal_value:1.

Cause: an internal error has occurred at location get_new_latest_bal_value:1.

Action: please contact your Oracle customer representative.
Error at step 20 in pay_ac_action_arch.get_current_elements-ORA-20001: Error at step 7 in pay_ac_action_arch.populate_elements
Error in pay_us_action_arch.process_actions-ORA-20001: Error at step 7 in pay_ac_action_arch.populate_elements
Error at step 21 in pay_us_action_arch.action_archive_data-ORA-20001: Error at step 7 in pay_ac_action_arch.populate_elements

 

For the same employees, there is an error when attempting to open the Statement of Earnings (SOE) form.

 

SOE error:

ORA-20101: Error in Pay_us_soe_balances_pkg.populate_fed_balance - ORA-20001 Assertion failure detected at location get_new_latest_bal_value:1.

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:


1. Submit the Payroll archiver process and it errors upon running
