Symptoms
A Secondary Charge shipment is created that has its unique Shipment Equipment ID (i.e. different from the Primary shipment from which the secondary charge was created). If one of the orders is unassigned from the Primary Shipment, the Secondary Charge shipment is updated to add the Shipment Equipment from the Primary Shipment in addition to its previously assigned separate Shipment Equipment. This leaves the Secondary Charge shipment with two Shipment Equipments.
