Order Level Constraints Not Considered During "GET BUY RATE" Action

Symptoms
When an order release has the field Buy Servprov Profile populated as a constraint, the "Get Buy Rate" action ignores these constraints and picks up the cheapest carrier.
STEPS

The issue can be reproduced at will with the following steps:
1. Enter an order release, enter Buy Servprov Profile in the Constraint tab
2. Click on "Get Buy Rate" button
3. The carrier selected is the cheapest, not the one in the Profile
