Unable to Reverse a Receipt Prior to Last Apply Date, Error APP-AR-294755 is Raised

Symptoms
Attempting to reverse a Receipt with a date earlier to the last application date and receive the following error:
APP-AR-294755: The apply date of the latest application for the receipt is on 02-APR-2013. Please select receipt reversal date that is on or after this date.
Changes
A code review was done and it is seen that users are allowed to enter a Receipt Reversal Date prior to apply dates. For example, if the latest Apply Date(not GL Date) on the receipt applications is 18-JUL-2016, users are now allowed to reverse the receipt with Reversal Receipt Date( not Reversal GL Date) of 10-JUL-2016. This was not allowed before this patch. But the Reversal GL DATE needs to be later than the GL DATE of the applications on the receipt even after application of the patch
