Can Purchase order be created from unapproved/expired quotation using Copy document action from Tools menu ?

Steps To Reproduce

Case1:                                                              
Create a standard quote 521 with two lines one approved and other unapproved.                                                  
Copied to blanket 5758 and able to see both the lines.          
        
Case2:                                                              
For the same quote checked the approval required checkbox        
Copied to 5759 blanket and able to see both the lines.          
       
Case3:                                                              
For the same quote 521 entered the effectivity dates such that it is expired.                                                        
Copied to blanket 5760 and able to see both the lines.
