Smart Form Commodity Functionality Is Not Working, Category Is Not Restricted (Doc ID 1613112.1)

Symptoms

Users find Category is not restricted to commodity in Non-Catalog Request (NCR) created with smart form.

The expected behavior is that Category will be restricted as per commodity-category setup.
Due to this issue, users cannot perform an NCR correctly.

Steps To Reproduce
1. Create Smart Form with commodity; default category and mark check box to restrict the category as per commodity.
2. Go to iProcurement
3. Create the Non-Catalog Request based on the smart form.
-- Observe  the commodity and category are not defaulted and neither the category is restricted by commodity.
