Find that For Your Information (FYI) notifications are not working with Work Confirmation Approvals.

-- Expected Behaviour
User to receive the FYI notification and not approval notification.

-- What is working
Notification is sent but instead of FYI it is the approval notification which requires action.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Setup AME for Work Confirmation where the first Rule ( Approver Group ) generates the list of actual approvers and the second rule ( Approver Group ) generates the FYI
2. Create the Work Confirmation for Complex PO and execute RCV transaction processor.
3. The first approver receives the notification and approves it correctly.
4. Now the second employee should receive the FYI notification but instead get approver notification and WorkConfirmation is still status Pending Approval.

The issue has the following business impact:
Due to this issue, users cannot get the FYI notification for Work Confirmation.
