Unable to login via Servprov when created via xml

Symptoms

A new Service Provider is created in OTM . After logging out and attempting to log back into OTM as this new Service Provider ID (in the format: SERVPROV.DOMAIN-SERVICE_PROVIDER_ID), the following error is presented:

"A connection to the server could not be established: null (user=SERVPROV.DOMAIN-SERVICE_PROVIDER_ID)"
