Stop ARRIVE/DEPART Times Are Not Respected When Using Ground Service (Doc ID 1615867.1)

Symptoms

A Ground Service is created with specific ARRIVE and DEPART times. When this Ground Service is used to create a shipment, it is found that the DEPART times is used for both arrive/depart times for PICKUP stops and the ARRIVE time is used for both arrive/depart times for DELIVERY stops.
