Pycofuna.ldt Errors During Upgrade To 12.2.2 (Doc ID 1615918.1)

Symptoms

An upgrade is being run from 11.5.10.2 to 12.2.2. The 12.2.2 upgrade is running. pycofuna.ldt is failing.

It is noted that this is a Payroll file and the Payroll application is not being used

Uploading from the data file /app/applmgr/TST/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/US/pycofuna.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/app/applmgr/TST/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/pycodytg.lct(120.4.12020000.2), /app/applmgr/TST/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/US/pycofuna.ldt) to staging tables
Dumping LCT file /app/applmgr/TST/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/pycodytg.lct(120.4.12020000.2) into FND_SEED_STAGE_CONFIG
Dumping LDT file /app/applmgr/TST/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/US/pycofuna.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (PAY_FUNCTIONAL_AREAS INCIDENT REGISTER , PAY_FUNCTIONAL_TRIGGERS ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
  Error loading seed data for PAY_FUNCTIONAL_TRIGGERS: FA_SHORT_NAME = INCIDENT REGISTER, ORA-01403: no data found
