Reports Allowed to Run Without Entering Mandatory Data

Symptoms
When using the "Enter" key to run a Report that has required fields, there is no error presented and the report is displayed. In contrast, if the user click on the "Submit" button (instead of hitting 'Enter') a message is displayed showing the mandatory fields.
Steps to Replicate:
1. Navigate to Business Process Automation --> Reporting --> Report Manager
2. Click on "Run (Online DB)" for a report that has manadatory fields
3. Do not enter any of the mandatory fields
4. Hit the Enter Key
The report will be displayed with no error provided
5. Repeat steps 1-3 and on step 4, click on the "Submit" button.
Now an error will display (expectedly)
