SMC Rates with Routing Flag Conditions are Failing to Rate

Symptoms
A Rate is configured to use SMC that has a Rate Cost condition to test the Source Routing Flag and/or Destination Routing Flag. OTM is unable to plan a shipment with this rate with the logs reporting the following:
RateEngine [INFEASIBLE] - Unapplied shipment cost detected for rate record DOMAIN.RATE_RECORD. [RACGrid2.costShipment()]
