Unable to Edit Description Or Category In Edit Lines Page During Checkout for Non-Catalog Request items (Doc ID 1624707.1)

On Release: 12.1.3 and higher

In iProcurement, after creating a non-catalog requisition line and moving into the first step of the checkout process,    
you could not change the description or the category by clicking the Edit Lines button.                                             

Expect to be able to update the Description or the category

The issue can be reproduced at will with the following steps:
1 Create a NCR - Goods Billed By Quantity
2. Add to Cart
3. View Cart and checkout
4. Edit lines
5. Select line to edit
6.  Description and category cannot be modified
