When attempting to log in to OTM in an environment enabled with application scalability, new users experience having to log in twice to actually get in.
In addition, users have to click on menu items twice to activate them

The issue clears up when the Application is restarted.

The following error occurs the first time a new user try to call the menu.

The issue can be reproduced at will with the following steps:
1. New users attempt to log into OTM
2. Once in, they try to open a menu link and have to call to menu item twice for it to work.
3. Get a error the first time they try to call the menu.
