BOM_INVENTORY_COMPS_INTERFACE Records Not Getting Processed In R12 (Doc ID 1630788.1)

Symptoms

On Applications 12.1.3
Find that bom_inventory_comps_interface records are not getting processed in R12.
After upgrade, from 11i to R12, concurrent request completes, but components are not added to the bill.

Expected Behavior
When running the Import Bills and Routings concurrent program, expect records to be processed.

Steps
The issue can be reproduced at will with the following steps.
1. Populate the bom_inventory_comps_interface table
2. Run the Import Bills and Routings concurrent program
3. Component records are not processed
