Taxes are not flowing to AR invoice

Expects AR invoice should be successfully created
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a sales order with India Localization Tax
2. Pick release and ship confirm
3. Create AR invoice
4. Run India Local Concurrent for processing order lines to AR
5. Verify the AR invoice
